The short essay examines the role of the "new" Federalism--the devolution of power and problem-solving from the national to state govenments--tgar hasdefined the U.S. domestic policy agenda since 1998. Specifically, the essay looks at how welfare reform, education and environmental protection issues have fared recently. Although welfare reform has indeed improved since devolution, educational matters and envirionmental problems are proving to be far more intractable.
